Hi,

Since I became a proud U.S. citizen, I've invited a sibling to come visit me. Gratefully his visitor's visa application has been approved and he's already been here for several weeks.

He truly enjoys the visit. Therefore, I'd like to sponsor him to get his GC and also sponsor my widowed mom who is in my home country to get her GC.

Anyone can advise me on the procedure of getting the status of my sibling adjusted from temporary visitor to PR? Will this affect the chances of my mother coming to join us? Can she still apply for a visitor visa after I've filed the application of adjustment of status for my sibling?

You mom can get in fairly easily, she's an "immediate" relative, no quota, no priority dates needed. Assuming your sibling is over 21, they would be looking at something like a 10 year wait.

An immigrant visa number will become immediately available. The relatives in the remaining categories must wait for an immigrant visa number to become available according to the following preferences:

First preference: Unmarried, adult sons and daughters of U.S. citizens. Adult means 21 years of age or older.

Second Preference: Spouses of lawful permanent residents, their unmarried children (under twenty-one), and the unmarried sons and daughters of lawful permanent residents.

Third Preference: Married sons and daughters of U.S. Citizens.

Fourth Preference: Brothers and sisters of adult U.S. Citizens.
The most recent Visa Bulletin lists fourth preferences as April 1998 (which means they waited since then). You file an i-130 in both cases.
