Petition for a Sibbling

If I am a US citizen and i want to pettition a green card for one of my sibblings, what happens if he/she has overstayed his/her tourist visa? plus by the time his/her visa number is available from the NVC and he/she would have been years of overstaying the tourist visa, would they forgive that or just make him/her pay a fine?. I heard they forgive spouses, what about 'overstayed" sibblings of US citizens.
 
They don't forgive overstays for siblings of a US citizen. The noncitizen sibling must leave the US, and wait out the 3 year or 10 year bar (if they have overstayed by 180 days or 1 year respectively), and then they can obtain a green card. You can file the I-130 now and have it processing while they wait out the 3 years or 10 years.
