petition a brother and impact on his B2

Hi,

A USC friend wants to file I-130 for his brother. It takes 12 years to get approval. However his brother rejected the idea because his brother was afraid that he could no longer get B2 visa during these 12 years.

Is this true? How to let his brother visit US periodically while in petition.
