Petioner Birth Certificate

I applied for my parents GC in jan and just got a letter from USCIS. It states that the evidence that I submiited (sworn affidavits) for my birth are not sufficient. These affidavits should be accompanied by a document from a competent governmental authority that the certificate does not exist or is unavailable.

Question.
1. Since I was born in Bombay, should I get the birth certificate or non-availability certificate from Bombay. I do have non-availability certificate from Haryana, that states that my birth record was not found.

2. Can I instead obtain a birth certificate from Indian consulate? Do Indian consulate in San Francisco provide birth certificate to India born US citizens. I took US citizenship on Jan 23rd.

You should get a birth certificate or non-availability certificate from either the local government where you were born (Bombay) or from the national government. If the non-availability certificate from Haryana comes from the national government and says that your birth certificate is not available from anywhere in India, that should suffice.

I don't know if you can obtain a birth certificate or non-availability certificate from the Indian consulate. You can contact them yourself to find out if you wish.
