PERM rules

Could someone provide me a link to a document or a post, where I could find out about PERM rules and requirements, how different it will be from current LC filing reqs ?

They recently announced that the actual regulations for PERM are now not expected to be published until "early 2004" and the effective date will be 120 days after publication. That means PERM will not be effective until the spring or early summer, at the earliest.
