PERM Q-Laid off with LC pending-gurus help

hi
i am new to forum. Into 8th yr. of H1 with LC pending since dec 02. I got laid off. Current H1 expires dec 31st 2005.
Have following questions-
1- Can I find another job and seek 1 yr H1 extension based on old LC pending (that won't be withdrawn)

2-If yes, Can I file PERM before H1 approval.

3- What is the likely PERM processing time?

Yes, but you must find a new job very fast so USCIS may forgive lapse in stay and transfer your H-1B to new employer.

Yes - they are independent.
