PERM Labor for Future Employer-Rejection!!!

Guys a friend of mine who owns a company told me that they are getting PERM rejections for future employment(People who are not their employees). I can't belive it, is that true ???
 
i am not sure. I heard of few approvals in this forum it self. It depends on the company. The company which is filing for future should be well established and show good income.
 
But that does not happen at the Labor stage, it is I140 thing
