Perm & job change

Hi Folks,
I am working in NYC for the past 4 years in a Fortune 500 company..for whatever reasons my GC is not filed to date and have less than 2 years left. With the perm regulations coming into effect pretty soon...Is it better if i..

1)File my GC now at my current employer?

2)Look for a new employer (I am pursuing an opportunity with a big company in Virginia) and get it filed from there?

Any insight is really appreciated..

You are definitely better off with PERM, but what if PERm is not implemented in the next 2 years?
