1) Can people in non-RIR queue also can re-apply to PERM ?
2) Can people NOT choose to go the PERM route and continue with the tradional route. Or is PERM an mandotory method of LC.
3) Will PERM replace RIR or will all three be available .. PERM, RIR and non-RIR

4) With the limited knowledge I had, the regulation seemed to focussed more towards protecting the local workers. I guess any DOL regulation will sound that way.
But as far not being able to inlcude specific skills , for eg. for a IT person if you cannot specify that the job required ERP package experience and say this position just requires 4 years of Bacherlors or 3 years of software experience, how is that practical. Logically not every 3 year experienced person can take up the job. In software most of the jobs, the ability to perform is defined by the skill set.
There was a provision where companies can add skills if many companies in the industry do so. May be this provision will have to be used for IT PERM cases.
