Onet code clearly says SVP of Software Engineer position (or any of the similar positions) is <8 (which has to be 7). But I hear BS+5 requirement isn't too restrictive for a S/W engineer position (according to Rajiv). But BS+5 clearly belongs to SVP 8. How is this possible?

Does it also mean MS+1 isn't too restrictive for S/W engineer or does it exceed Education requirement for Job Zone 4 and hence has to be justified with a business reason.
