PERM compared to nonRIR?

I know rules of PERM are not yet finalised but how does it PERM compare with
non RIR? Suppose employer is not able to prove 6 months of hiring (as in RIR) and is willing to do non RIR (since it requires recruiting info at time when DOL processes the application), will he be able to apply in PERM? From what I have read PERM seems to be close to RIR but stricter. Does this mean employer who are willing to do non RIR does not stand a chance?
 
PERM is a new purposed way of processing Labour Certification in future. Right now Employer file LC application with State Labour Office RIR/Non-RIR after approval it goes to regional and then its either approved or denied etc.....

With PERM there will be one office that will certify the labour certification. But with different set of rules. and as I remember it would take couple of weeks to get approval for labour certification instead of couple of years.

Once the PERM is active, employer will not have choice between RIR/Non-RIR/PERM .... every thing will be processed according to PERM. Because its not clear when PERM will be active, NPC ( National Processing Centres) have been established to handle new labour certification application according to existing rules but these offices will handle all the states.
