Can you please clarify me in PERM advertigements before filing.

Which one is correct?

1) Apply for PWD
2) Publish the job adds with SWA job order (30 dyas)
3) Wait for 30 days (cool period)
4) Complete Recruitment process
5) File the ETA-9089

OR

1) Publish the job adds (60 days)
2) Complete Recruitment process
3) Apply for PWD
4) Again pblish adds with SWA job order (30 days)
5) Wait for 30 days (Cool period)
6) File the ETA-9089
