Perm & 7th years

I'm already in 7th year extension. Is it possible for another employer to apply a new application in PERM on my behalf? I currently have a pending RIR Labor Certification applicatiom (filed by current employer around two years earlier) because of which I got 7th year extension.

Do I need to get the H1B transferred to the new company before this new company applies new LC in PERM? I heard that 7th/beyond years extensions are not transferrable (not sure of the truth in it).

To my understadning YES. LC-s are generally for intended employment and unless PERM has changed this assumption (unlikely), you can have as many companies applying for PERM based LC, as you can afford.
