I just contacted my lawyer. he told me that he did not get any NIW case with ND after June, 2002 approved. this is consistent with the online processing date which has been staying at June, 2002 forever. My ND NIW is 09/30/03.

For all the other service centers, NIW and OR have similar processing dates as EB3 but in vermont NIW and OR are much slower. i sent several emails in the USCIS website
feed back --> commments on immigraiton procedures
reporting this unreasonable trends. don't know whether it is useful.
