Pending I-485 for my husband under F2A and now I am about to become US citizen. What is next step?

Hello Gurus,
I am hoping to get a best advice from you all.

I have been LPR of US since January 2007, and I have passed citizenship interview last week and waiting for oath letter in order to become US citizen.
I have filled out I130 (F2A) for my husband (Who was on F1 that time) in May 2010. His Visa number became available for F2A in November 2010 and that time we filled I485 with EAD and AP for him.
We had the interview for Adjustment of status application in January 2011, and that time due to visa retrogression he did not received green card even though we passed the interview.

Meanwhile in April 2011 we have received a letter from NBC mentioning out file has been transferred back to centralized location at NBC waiting for visa availability.

So what is the best way I need to approach for his green card after I take oath and get my naturalization certificate. Should I contact local office where we had interview for adjustment of status or should I contact National Benefic center? Should I take info pass and talk to local office?

If I am not mistaken you have already filed the I-485 for your husband and it was sent back to NBC because of the availability of visas?

If I read it right then I would recommend sending a copy of your naturalization certificate, a copy of the I-485 receipt notice, and a letter explaining that you are now a citizen and would like the case to be transferred from a F2A to an IR of a US Citizen. DON'T SEND it to the Chicago Lockbox, but directly to NBC. As always, when ever you send anything to USCIS, I would advise sending it at least Priority Mail with Delivery Confirmation.

That is my guess, but I would like to hear from others on the board on if she needs to send in anything else.

One more concern is - does he has to pass through entire adjustment of status process again - i mean from fingerprint to I-485 interview which is time consuming?
