Penalty for overstay tourist visa

Can someone please tell me what is the penalty of overstaying a 6 month tourist visa? Some tell me that within 6 months of overstay is forgiven. Others say that a 5 year no return is penalized. What are the facts and sources?

Overstaying over 180 days puts a 3 year bar and overstaying over 365 days puts a 10 years bar.
