I don\'t know of any provisions/amendments sent for enactment lead to your assumption especially for India/China... I doubt if this law would do much for people waiting solely on EB based I485 petitions. If you think I am wrong, I request you to enlighten me.

Help needed! Does the LIFE Act cover the Philippines? I have a pending family based petition and my PD is April 1988. Current PD for F3 is Nov 1987. Will 245i speed things up? Thanks - HJ

One thing I know is 245(i) is not going to speed up the process but it
sure helps people adjust status who are currently went out of status
living in US but otherwise would have been legal (e.g. accidental
overstaying of the visa). This as long as somebody would file a
family based petition or an employer petition sponsered by a family
member who is a naturalized citizen of US. LIFE really helps people
from Latino countries only and Philippines is not.
