INS issues only limited number of GCs per year. Actually there is per country limit on this number (same percentage of total available number of visas for every country). Depending on how many available they make these dates current. Recently becaue of AC21 they removed per country limit in a way, so that unused visas allocated for one country (like Japan, many countries from Europe etc.) can be used for other country (like India, china etc.). But note that still there is a limit on this number.
Some people are speculating that even in these revised circumstances still demand will be very high from countries like India and China so that priority dates may retrogress. As far as I know as of now it is mearely a speculation...
