PCee and Senior members: need your help

I am junior member here in this forum and PCee is doing great job helping all of us here.
.MY ND is april 30 and I haven't recieved FP notice yet . I am confused because those who have applied on MAY and JUNE have got their FP notice.Could you please let me know how does INS sends FP notice? randomly? what are all the options to expedite in getting FP notice? Thanks
