There are a few things to be considered in your case..
1)Since you have not yet started your canadian immigration process, it is highly unlikely that you will get it done by june'06.
2) Are you eligible to get 7th year H1 extension based on your pending LC ?
a) If Yes, you should be okay, you will probably get your immigration done
by June'07.
b) If No, You may still apply but dont think it will be done before you have
to leave US. In that case, your application will need to be transferred
to your home country and the application date will be reset to the date
of transfer.
Now, as far as PCCs are concerned, there has been some rule changes since OCtober 2004 and you have to submit them along with your App. You may still take a chance by sending your App without them and start the PCC process in parallel but be prepared for the App to be returned..
