PCC from Regional Passport Office (RPO)

Hi,

My wife want to appear for CP interview at Mumbai consulate.
This is follow to join case.
She needs to obtain PCC from RPO. Her passport was issued from
Bhopal Passport Office in 1994. My question is:
Is Bhopal Passport Office regional office? or does she apply
in Mumbai Passport Office (RPO) because CP interview is in Mumbai consulate.
