PCC for H1-B Visa holder, trying to get Immigrant Visa on spouse's dependent.

I am on H1-b working in USA, .Trying to get Immigrant VISA as a dependent on my husband's CP process from Chennai.
My husband's 1140 was approved from CSC as EB1-OR for future employment in a research organization.He is in India now, he came to USA on H4 previously and stayed for 1 year here and returned back.Then the organization filed for his I140.
1)Does my husband need PCC from Indian embassy here in USA. Else PCC from regional post office & local post office in India is sufficient?
2) Do I need to have PCC from Indian embassy here in USA & PCC from regional post office & local post office in India.

Please help me out, with my situation.

As I understand from your post, that your husband is currently in India, If he is not going to be in the US prior to the Interview at the US Consulate in Chennai then he would need PCC form the Regional Passport Office (note: not the post office) and the Local Area Police Stations (note: not the post office). You would also need a PCC, but since you are in the US you could have it from the Indian consulate that serves your state.
