Paystubs two months old - H1b Laid Off

Hi,

The company I was working for downsized two months back. I have a latest paystub as old as Dec 10th 2004. I tried to file a new h1b transfer and INS came back asking for "RFE" evidence for new pay stubs or a letter from previous employer to prove my status. The company which was applying for my New H1b withdrew the application saying it might be denied as I was not in status. it was premium Processing.

I am trying to file for a new H1b Transfer from California center( The earlier withdrawn application was from nebraska center). I have these questions...

1> Should I file for H1b transfer using Premium processing?

2> Will the H1b information used at Nebraska be shared with California Center?

3> Can I manage with two month old paystubs and still manage a H1b transfer?

4> Is it better to apply for H1b with nornmal processing and that way avoid RFE

5> Am I eligible to work with the new company once I get the receipt?
