pay back the award (scholarship) money?

Did any of you hear that one of the ways to get rid of 2YRR is paying back the scholarship money (to the funding agency supported by Federal government)? I recently heard about this option (from someone in the field of law) but I am very suspicious about this. I have never heard about this strategy.... Did anyone know this kind of case with Fulblight or similar organization?
 
Maybe you should try to contact your local office of the program and ask if they would be willing to accept the money back. Then, you could let us know? I did not have a sucess on this issue.
 
In some cases you have to pay money back

I met a German scientist who was subject to 2-years hrr based on funding from the German Science Foundation, DFG. In order to receive a "no objection letter" from them, he had to pay back his whole fellowship.
