Past employer refused to give verification letter

I am in the LC stage and trying to get the experience verification letters from my past employers. One of my past employers refused to address a verification letter to me, insisting BCIS faxing the request directly to them. Is that legal? Do you guys know what should I do in this scenario? Many thanks.
 
If employer is not willing to give you experience letter you can also contact your colleagues. They can also sign an affidavit stating your employment.

can u publish the name of the employer, at least others would know about that employer and be careful.
