passport stamping at NYC: is it available only on Friday

I remembered someone posted on this board a while ago saying that passport stamping at NYC office (26 Federal Plaza) can only be done on Fridays. It is true?

Can someone go to another INS office such as Newark, NJ instead?

Yes, it\'s available only on Friday. I think you have to go to
the NYC office if it is stated on your approval notice.
