Myself and my wife got our passport stamped on Friday (September 19th, 2003) in Federal Plaza Bldg in Manhattan.
We reached at 9.30 am and were out at 12.45 noon. No questions asked. When I inquired about stamping the passport of my son, the lady said she can't stamp his passport since he has received the "Welcome Notice" and that he will receive the card in next 2 weeks.
For us, she said that it will take 10-12 months to get the card.
One small error is that they stamped with the wrong date (09/18/03 instead of 09/19/03). I realized this later so could not get it corrected.
I will post once the card is received.
