Can I go there personally and get stamped same day?

I have applied for PR from India in July 2000, got it traferred to Bufalo, NY in January 2003. It was again transferred New York City.

I have completed my medical in April, 2004, my wife in July, 2004, my son in March 2005 for various reasons.
