Passport, N-600 and child with RP out of USA

As most of you, guys, I got very happy finishing my naturalisation process and becaming USC. Now I have dilemma for my old son 15y.o., who was not fortunate to get his plastic card for 5 years (we filed I-90 three times). Because of hard job situation I left him with my mom in Europe and he goes in school there. Consequently, though he was not yet out more than 6 months I took precation to get him Reentry Permit (because its the only document to show his legal status for now).
As far I looked in this forum my son is eligible to get USC passport, but for Certificate of Naturalisation I still have some doubts.
First of all,I wonder if he could not be considered as child residing abroad (of course, I can always present his absense as temporary, but actually for last year he was with me in US for very short time- one-two weeks for half of the year), in this case I will have to file for him N-600K instead of N-600, that will be harder to get approved.
Second, I would appreciate if somebody explain me if this certificate is really needed, e.g.
1)applying for regular job,
2)for getting benefits (unemployment, welfare etc)
3) getting SS benefits
When else?
If this certificate can be obtained later (I plan to get him US passport right away so he can enter US whenever he want), before/after his 18 yo?.
I am not sure if my son feel that's about becaming USC, may be he will prefer european citizenship in future and to bring him twice (for passport and certificate) is quite costly for me.
As well if somebody had experience with filing 2 or more N-600 simultaneously- do kids get the same interview date or not?
