Passport Exemption Question

Hi.

The Lottery page was updated by adding a new requirement, possesing a valid and unexpired passport.

I am from Venezuela and my passport is expired, at this moment the government is not issuing new passports, it is almost impossible to obtain one.

My question is, does my case fit this exception?

A national of a Communist-controlled country, and unable to obtain a passport from my government."

In addition, I have a valid unexpired Spanish passport, suppose I use it on my form. If I win, will I have to go to an embassy in Spain?

The US officially recognizes the extension of Venezuelan passport dates, but it will be easiest all round if you just use your spanish passport. You can present it wherever you do the interview, if you get selected, no need to go to Spain.
Remember to list your country of birth for the eligibility criteria, regardless of which passport you use.
