Passport cancellation and OCI..pl respond

I am planning to mail my passport for cancellation. Do I need to wait till I get my cancelled passports back to apply for OCI? or can I proceed and apply simultaneously for both OCI and passport cancellation?

I don't see any charge for passport cancellation service in NY consulate. Can I just send passport with a prepaid return envelope?

Your input is greately appreciated.
 
Should be ok.

That is what I did (send for cancellation with prepaid), I had sent my application for OCI one day before I recd. cancelled passports back!
