Passing citizenship interview implies security and name check clearence

This question is for a friend of mine. He passed the citizenship interview recently and got form N-652 which showed the box checked for " congradulations and recommended for approval". Does this imply that he has passed through the security and name checks. Need some enlightment.

I just talked to an IO at the 800# (got transferred by the cust. rep.) and what he told me really confused me even more! He said that even if you are congratulated at your interview and are ""recommended for approval" there can be additional "checks" that are done on the appl. To that I asked like what, and he said well, it might need to go through additional FBI sec. checks, to which I said "aren't they only scheduling interviews after the sec. checks are complete"? And he said, no! Now, I was really surprised and reiterated that supposedly after 5/2006, the rules changed to only schedule interviews after the checks - to which he replied that basically anything can happen. I have to say that at this point, I was not very comfortable with what he was saying and also wondering how much he knew, but the irony of the whole thing is that he was an officer and was clicking thru. my file and gave me more info. that the usual phone reps. do.

He finally told me that my file was now "in queue". I asked "which queue" and he said "well, it's showing that's in queue for.....oath" but he again, was not commital about the oath part. I then asked him that if it's in queue for oath, then it means that I am done with all the sec. checks, etc.? To which, again, he started giving me these standard answers that "it is probably in queue for oath, but he's not sure"!! Boy, I tell you I was so frustrated by that time. He also went on to tell me that they randomly select people for sec. checks!!! I said WOW! You mean not everyone goes through sec. checks, and he said, no!! He also made some real interesting comments that "everyone goes through a FP check but not the full blown sec. check" (I guess name check, but he didn't use that term). So, I really wonder whether these guys (even the officers at the 800#) really know squat!
 
After the N-652, your case is checked by a second officer prior to final approval. Take no notice of the 800 customer-(dis)service line, they are known to be full of it, especially if you weren't talking to an immigration officer.

I was transferred to an "officer", and that's how he introduced himself. He was also able to go through my file but was not able to give me anything specific to when the oath might be scheduled. He was able to see some details (more than what the rep. can see) but was not able to give me more info. than status and some high level details (again, more then what I normally get thru. the 1st. line support). The problem is that each time I call, the officer gives me different info. One time, they said I'm in line for oath. The 2nd time they said it's still going through the sec. checks!!! When he said that I got really concerned bec. I was under the impression that they can only schedule interviews (after 6/2006) after the sec. checks have been completed, but ...... I guess I don't know what to believe
