parole visa for handicapped son over the age of

My sister and brother-in-law will have their visa interview in 3- 6 months. They would like to bring their son with them, who is over age of 21 and severely handicapped. He has cerebral palsy. He can not perform daily chorus himself, such as bathing, eating, and going to bathroom. He is mentally challenged and needs 24 –hrs a day care from his parents. They would like to know if they can bring him with them on humanitarian grounds.

I have talked to 2-3 attorneys and they said that he may not even qualify for parole visa either. Can some one comment on this?

Let say that if he qualifies to apply for humanitarian-parole visa, he can not stay for more than year. So, what is the long term solution for this situation? How can we keep him with his parents in since he needs 24-Hours care by someone? Is it better to apply for a visitor visa and shuttle him in and out of country every 6 months until he gets immigrant visa thru his parents? Thanks in advance.
 
Sorry to hear of this situation. But what makes you think the consulates will give him visa so often. You are being too optimistic. I have heardof parents being refused visas when their son was in ICU and basically dying after an accident. Moreover his parents will become citizens only after 5 years. SO you need to figure out what to do. Private bill by congressman might be an option once his parents are green card holders.
