Parents rejected 2nd visa interview at Cal - pls Help

My parents were rejected in their second visa interview at Calcutta last week.
They were rejected first time in Oct/2005. This time we had scheduled the interview in June first week. On their first interview, the VO had just asked them how much pension they received and upon hearing, simply refused to talk and denied Visa under 214(b) economic condition clause. I think it may have been something to do with the paperwork that they carried with them. They were not as well organized as was suggested by ImmiHelp.
This time, I arranged for all the paperwork as suggested on this website and prepared a set of suggested question and answers and coached them constantly for 1 week.
I also prepared one letter for Consul with bullet points. We also asked for a short term visa (2 mos. instead of 6 mos. last time). They were carrying all the papers sent by me, plus affidavits or property and income.

However a strange thing happened this time. After submitting all their paperwork they were called to the window and there was one American officer who was present and asked them if they remember the officer that had interviewed them last time. My mother said she could not remember. So the officer (this wasn’t the guy that interviewed them either) wrote on a piece of paper that they need to be interviewed by a different officer and asked them to return next week. When they asked why, they were told that there was a shortage of interview officers on that day. I found this very odd since my mother said that other people were being interviewed apart from them. Anyways, they went back the following week.

This time the VO asked them a lot of questions and checked the paperwork sent by me. But in the end just said that they would not come back since they are both traveling together and denied it under 214(b) – proof of abandoning residence abroad. When my parents tried to show evidence that they have house, property etc, they simply refused see any other documents.

I am just frustrated and disgusted about the whole process. They are aged and to cancel their original interview and asking them to come back again and denying on some other clause just plain defies logic. My parents are angry this time rather than sad and are getting reluctant about going for a third time.

I have a few questions.
1. Would a Senator/Congressman’s letter help? Can anybody guide me as to how to get such a letter? Also, what do those letters generally state?
2. How long should we wait for the next interview? Someone suggested 6 months or so?
3. Would writing a letter/emailing the consul requesting to reconsider help at all?

Try to prove the CO that your brother or sister living in India only our parents are coming to visit you for 2 months. Because of work/education he/she was not able to accompany my parents. (Your parents should explain to CO) This makes big difference. Instead of telling I have property etc... property comes second.

You can try applying now. If you book the appointment now I think you will get sometime in dec or jan.
 
I agree with sarvalokesh. Your parents need to show strong ties back home. A letter from congrssman or senator might help. You can also write a letter to embassy for your parents with some strong points that they will go back. I wrote a letter for my parents and send it to embassy directly when their visa was rejected in N. Delhi. Do remember to send a copy to your parents as well.
