Parents Interview was today but Embassy doesn't has the file...

Hi All,

My parents interview were scheduled today at 8am, I applied for their green card last April. But at the embassy they were told, their files have not arrived yet. Why would they schedule an interview without the file being there? Is it normal? How long would it take from there?
