Take a look at the official AC-140 order from the US DOS:

it specifically mentions "IF POST IS APPROACHED BY A BENEFICIARY OR ATTORNEY REQUESTING SUCH PROCESSING, POST SHOULD ...." etc.

Thanks for your reply. Looks like the document has a date in 92. I think
Mrs Albright was Secretary of State that time.
