The Attorney General has thus far designated 25 countries for the call-in special registration. These designations were undertaken in stages because of the INS resources available for special registration at a given time. People should notice that the list covered pretty much most of the Muslim and Arab nations. The only countries that have been left out are Malaysia and the Philippines. What will happen?
The INS will be totally abolished by March 1 and the functions of immigration enforcement and adjudication services are expected to be completely turned over to the DHS. Ashcroft will be out of picture by March 1. Is there anyone who feels sad about that? Most likely "NOPE!!"
Tom Ridge has not disclosed his plan for the call-in special registration. However, there is a clue that the call-in special registration may for the time being end upon completion of the Group IV registration.
Tom Ridge has yet to be confirmed by the full Senate. Yesterday, the Senate Government Committee approved his nomination, but unlike the prediction, the full Senate failed to pick it up before the end of the day. The full Senate is expected to confirm the nomination next week.
At the Committee hearing, Tom Ridge disclosed that more detailed reorganization plan and schedules had been prepared, awaiting the President's approval. It is anticipated that these detailed plan may be disclosed probably before the delivery of State of Union on January 28. Bush is also under a tremendous pressure on his decision of Iraq war in his State of Union as the U.N. Inspectors report will be due on January 27, one day before his State of Union speech!
Please stay tuned to this web site for development of detailed reorganization plan. One thing is very obvious, though. People will not notice any changes at the field office levels, except that the name of the Department will be changed to the Department of Homeland Security.

So it seems, hopefully once they cover all the muslim countries, we would be able to get along with 485 processing normally. Things just might get a little clearer on Jan 28th. Personally speaking, we shouldn't expect normalcy anytime before April.
