In my case I never received PKt 4. This was for Mumbai Consulate. Don't know what happened to it.
So would advise do not wait for it. Once u know from the web site, u are scheduled for a specific date, one should ask some one in Bombay to collect it.
When u ask some one to collect from window. Ask the person to goto consulate at 7:00 AM so that u are certain u will get it. Window opens at 8:30.
It is to be picked up from Information window. And this window also has big line. Window closes I think at 11:00, no matter how many people are standing in line, window gets closed.
