First of all you have to start calling the Indian Consulate in Mumbai. Ask them if they have entered your packet 3 in the system. Usually you will get an interview 2 months after they enter the packet 3 in their system. These days it is a little over 2 months. Keep calling them until they put your packet 3 info in system and give you an approximate date.
My lawyer and everyone here says that a PCC from CGNY is sufficient. However, just to be on the safe side, I would be taking a PCC from RPO in delhi, as well.
An advise, if you have a passport that was issued in India, then you should start on getting your PCC immediately as it will take 30-45 days to get it! However, if your PCC was issued in New York, then you could get it in 1 day. So, get on that ASAP.
