Are the following documents required for Consular Processing at the time of sending Packet 3?
1> Affidavit of Support
2> Police Certificates
3> Marriage Certificate (incase if the applicant is already married)

It actually depends on the embassy you are going to have your CP. For example, if you go to Montreal you need to send all documents you mentioned plus some more. You need to be more specific!

If this is for "old system" which was effective at least until Jan 1st 2002 then all of this documents you listed are not necessary to be sent as part of P3.
Please follow instructions you got from NVC.
