Packet 3 Help Needed

My wife is doing CP in india. she received packet 3 last week. Do we have to send OF 169 and DS230 part I at the same time or separatly?

she doesnot have police certificate and Evidence of support documents ready. Can she just sign OF 169 cheklist and prepare these documents later?

Technically by Sending OF169 you are telling the consulate that

You have the required docs in your possission and are ready to present your case so that Consulate can schedule you for the interview.
Nothing stops her in sending the P3 now and collecting the Docs later. She just need to have all the docs with her before the interview.
