P3 to Consulate

Hello all,
I understand that P3 should not be sent by attorney directly to chennai consulate, is it so?
this is what my attorney emailed me, can somebody tell me approximate time it might be to get an interview and also if p3 should not be sent by the attorney to consulate in India???

**** Your I-140 was approved on March 25, 2002. After approval of the I-140, the
INS sends an copy of the approved petition to the National Visa Center
(within 2-3 months usually). Then NVC sends the approved petition to US
Consulate chosen on the application (Chennai, India) and sends the Packet
III to us (2-3 months).
NVC probably just received your I-140 approval notice and should be sending
us the packet III within the next 2 months. We will then have to complete
the various documents and send everything to the U.S. Consulate in Chennai,
India. After receiving the Packet III, the US Consulate will review the case
and schedule you for an interview (usually within 2-3 months).

We will contact you as soon as we receive the Packet III.

thats either a canned reply from a lazy lawyer or he is just ignorant of the new process. make sure he knows and understand that a P 3 cannot be sent directly to chennai anymore.
 
Your lawyer is right

Due to change in procedures, Chennai no more accepts P3 from individuals.
One has to send P3 to NVC, who verify it and forward it to the consulate in Chennai. You can call Chennai consulate and NVC to verify it.
