My mom is very sick and can't be back to the states within 6 months, she might be back 9 months
out of USA, will she have trouble in SF airport?

Yes, my mom has lung disease, it can infect other people, and Doctor strongly ask her not to leave
country, maybe I should ask my mom to get letter from Doctor?
