Orphaned in US since birth, raised by Aunt

Is there any way a 20 year old, who has spent his entire life in the United States, went through the entire education system and graduated from high school, can become a citizen by naturalization. Orphaned in US, both parents died before he was 1 year old and was raised by an Aunt in America. He came to America before he was one year old and has spent his entire life here in America.
 
What is this person's current status in the US? Are we to assume that he has been living in the US illegally since birth, which would mean his parents were illegally present in the US at the time of their deaths. What is the Aunt's status in this country (which is probably irrelevant to his case).

If the above is accurate, I think you would need a bill sponsored specifically on your behalf to become a naturalized citizen.
