Original PIO card along with OCI application?

When applying for OCI at NY Consulate, does the original PIO card need to be sent along with the OCI application or can a photocopy be sent? At several places on the indiacgny website, it asks for the original PIO card to be sent. This contradicts instructions on MHA website to send only a photocopy along with the application.

Those who have recently applied at NY Consulate, did you send the original PIO card or just the photocopy? Has anyone's application been returned for not sending the original?

I ended up sending the original PIO card with the application. Some of the members on this forum that did not send the original PIO card reported that their package was either sent back or they were asked to mail the original PIO card and processing was held up. So I guess they do require the original. It doesn't make any sense that they would hold on to an original travel document for 3 months.
