OR-RFE: How to answer this?

In mY OR-RFE, I have been asked to provide original job letter. In that it says that the dept, division must demonstrate that it employs at least 3 persons full time in research positions. In my company we are 9 people in research, including the vice president. Other than him and me, no one else has a Ph.D. Others have masters and bachelors degree but 5-10 yrs experience. Any ideas how to handle this?

Should I just mention their brief profiles or send in their resumes (wonder if my RFE comes back again on this ground)

I should think that a notarized letter from your HR person or VP should suffice.

Could you please explain why I need to notarize? I got a separate letter from the president (not the JOb offer letter, that they asked for also) stating 9 people (their names too) in the research division. Is his signature not enough?

No, it is not. It is very common practice to require the notarization of a signature. He just has to go down to his bank and sign it in front of a notary public. Most banks have several.
