Options for a friend

One of my colleagues got rejected at Labor RIR. He is pretty depressed at this point ( waited for 2/1/2 years). Any idea what are his options? Any sugesstions would be helpful. I really feel sorry for his family and him . What is this PERM thing is it expected some time soon?
 
All is not lost. He can always file labor again.

PERM is from what I heard, mandates INS from giving a decision on labor within 21 days. I figured, they can't do crap in 21 days, so they will mass reject, but apparently not, (this is all hear - say - grapevine), supposedly, INS will put the responsibility on the filign company, and give blanket approval ..

blah blah .. I don't know much of this.
 
Well thanks SM ,heard from the lawyer and she apparently said the same . It will be filed under the normal Labor automatically and again a wait begins which could take 1-2 years atleast,
and that PERM would be out by October which is aimed at reducing labor time. But she says the requirements for a PERM application will be very tight forcing lot of people not to qualify.

Sounds tough out there.. feel very sorry as this person is a brilliant programmer( the best in our office) guess this country will loose out . What else can I say? Thanks anyway
 
well my cents, being in HR and not wanting to losse brilliant guys all i can advice is if your company has offices outside of the US, send this brilliant guy there for just 6 months and get him back on a L1 A visa. He will get his GC in 2 years and there is no need for a LCA
