Options after waiver

Description of situation:
I will finish my waiver 6/30/06. I started LC with current employer; application sent to Backlog Reduction Centers (unlikely to be approved before completion of waiver). Employer is abusive enough to make me want to switch jobs after waiver is done, but not abusive enough to justify transfer of waiver right now.

Options:
Come 7/1/06...
Can I switch to another job (provided they sponsor H1B and I can from the beginning request that PERM is done)?
Will I need a new H1B or I will only need a transfer of employer from the current one? Could I be affected by the cap (current employer is not exempted)?
Let's say that I do all these changes, in the future, what will I need to present as proof that I completed my waiver? (knowing my employer, if they are angry because I left they might refuse to verify that I worked three years for them -- another waiver victim had problems with them before)
Would I be better off trying to do PERM right away and doing concurrent filing so I can apply portability just a couple of months after my waiver is completed?

Yes.

Find an employer interested in you. Have them file PERM. Have them file I140. File I485, I765 6months before your time is up.
Come 3 years, have employer/hospital fill out the paperwork for waiver completion.
With papers in hand, give slavemaster notice and leave .
Start new job on EAD, wait for adjustment to come around.

(or, you opt for CP, but then you are dependent on the I140 to clear before your waiver is over. With the PERM induced flood in I140s, there will be a major increase in backlogs soon.)
