OPT issue - cause for concern for H-1B visa stamping?

While transitioning from student to OPT, a colleague of mine has started working for a new employer (40 hrs/week) while still being employed as a GRA (20 hrs/week) for the first 3 weeks. He fulfilled all other usual requirements, such as receiving his EAD card before starting off campus employment, etc.

He is now in H-1B status and is about to go for visa stamping. Does anyone think this overlapping work period could be an issue for visa stamping?

We're not sure on the interpretation of the law for this, specifically if there is a limit to the number of hours one can work on full time OPT. We have read that multiple employers are not a problem, but have read contradictory information about the maximum number of hours. We'd be very grateful if someone can shed some light on this.
