opt - h1- h1 transfer

Hi,

My friend is currently on OPT, and his H1 application has been approved with the starting date of H1 as October 15th 2004. But he is currently working for the same company which did his H1 sponsorship on OPT status. He also has more than 3 pay stubs uptill now.

My question is : Can he apply for a H1 transfer now, even before the starting date of his h1.
